Plans are under way to prepare a new national policy for the tourism industry in Sri Lanka, Tourism and Sports Minister Navin Dissanayake said.

Dissanayake said it has been decided to introduce a three year strategic plan related to the new national policy on tourism.

"We decided to introduce a new national policy for the tourism industry with the aim of developing the Sri Lankan economy and living standards of the people. We hope to obtain the assistance of all for the success of this," he said.

The minister said arrangements are being made to launch a special program to grant benefits for people in villages in line with the new policy. Creating new employment opportunities for Sri Lankan youth and making more spaces for village level persons to increase their earnings are the main objectives of this new national policy which is to be introduced to the Sri Lankan tourism industry, Dissanayake said.

Flock co-operation: Birds take it in turns to lead



The birds co-operate to save crucial energy on a high-risk annual journey.
UK: Scientists have worked out how flocking birds solve the "social dilemma" of who leads the flock.

Researchers from the UK, Germany and Austria studied the northern bald ibis, tracking precisely how this species - like many large birds - maintains a "V" formation when migrating.

They found that birds took it in turns to take the very energy-depleting lead.

This allowed every bird to take advantage of extra lift produced by by the wings of the bird in front.

The findings are published in the Proceedings of the National Academy of Sciences.

Lead researcher Bernhard Voelkl from the University of Oxford's department of zoology told BBC News that he wanted to know how the birds worked together to deal with the "very high cost" of migration.

"These birds go from Austria to Italy - a journey of 1,500km (930 miles)," he explained. "Mortality is really high - 30% of juveniles don't survive the first migration."

The researchers were able to track each bird in a flock, thanks to a unique conservation project by the Waldrappteam in Austria, which has raised northern bald ibises, and trained them to migrate behind a microlight aircraft.

The aim of this unusual project is to bring the northern bald ibis back to Europe; the birds were wiped out by hunting, so the team is retraining the birds to navigate a migration route that has now been lost.

Data loggers containing GPS-based tracking devices, that the team fitted to each bird, meant the scientists could track their exact positions.

Careful analysis of how and where the birds shifted position as they flew, showed that birds were working in pairs, repeatedly swapping around between follower and leader.

"What we saw was that, for each bird, there's a very clear correlation between the time it spent in front, and the amount of time it followed another bird," said Dr Voelkl.

"So the time bird A is in front of bird B correlates almost exactly with the amount of time it's the other way around; they're taking it in turns."

The researchers had expected that the birds would be co-operating in some way, but were surprised that the pattern was so clear and that the mechanism was so simple. "It's crucial because these migrations are very tough for the birds," said Dr Voelkl.

"And by reducing the amount of energy they use, they can really increase their [chance of] survival.

"They don't have to watch all the other birds in the flock - they just have to match to one other bird, so it's very simple, but also robust."

Dr Voelkl thinks this "pairwise matching" as he refers to it, is likely to be used by many more bird species that undertake exhausting annual journeys.

Frontline teams ‘unaware’ of wildlife smuggler tactics



THAILAND: Front-line transport workers largely lack awareness on how criminal networks disguise illegal wildlife products, it emerged at a summit in Bangkok. Customs officials and wildlife trade experts say that educating freight forwarders and handlers of air, ship and land cargoes could help the fight against trafficking.

Their recent meeting with transport operators was the first of its kind. “There was a genuine shock (among participants from the transport industry in the meeting) as to the magnitude of wildlife trade and the methods of disguise used by traffickers to transport these commodities,” said Martin Palmer, an expert in global trade compliance requirements and international transport. “For example, when a rhino horn is ground down to powder, it's almost impossible to identify the difference between a box of grey chalk and a box of rhino horn powder, from a visual check.

“Facts like these came as a big surprise to participants from the transport industry.”

Wildlife organisations say around 35,000 elephants are killed for their tusks every year, mainly in Africa. The South African government has said poaching of its rhinos reached a record of 1,215 last year.

Only around 3,000 tigers are now left across the globe, which is only 5% of what the population was a century ago. Experts say despite international efforts against wildlife trafficking, criminal networks have been adopting new tactics in transporting the illegal goods - which are estimated to be worth up to $23bn annually, according to the United Nations Environment Programme. “And a lot of these people (from the transport industry) said over and over again that a lot of freight handlers lacked awareness,” said Tom Milliken, an elephant and rhino trafficking expert with Traffic, an international wildlife trade monitoring network. In the meeting, Mr Milliken had presented a case study in which a major international courier company in 2011 suddenly found in its Europe depot that one of the parcels it was transporting had ivory bangles that were going from Nigeria to China.

Fairway Holdings Presents Sri Lankan Choral Week 2015

The Sri Lankan Festival Chorus, drawn from the finest choirs in Colombo, along with the Orchestra of the Chamber Music Society of Colombo, will stage JS Bach's St. John Passion sung in the original language German, at St. Paul's Church, Kynsey Road on Saturday March 28 at 7pm as the finale of the 'Sri Lankan Choral Week'.



Entrance will be by programme and can be purchased at the Goethe Institute, Colombo from March 16.

Fairway Holdings, in its penchant towards promotion of arts and culture, is the long term sponsor of the Chamber Music Society of Colombo led by maestro Lakshman Joseph de Saram as well as much acclaimed Soundarie David Rodrigo's Soul Sounds choir and is the presenting sponsor of this valuable week-long classical music event from March 21 to the 28. Throughout the choral week, British maestro Gregory Rose and Yorkshire born mezzo soprano Alison Wells will conduct special workshops in conducting and singing at the Goethe Institute for local and foreign classical music artists in a bid to further their knowledge and skills.

Of Bach's four monumental sacred works for choir and orchestra, the St. John Passion, remains the least known and performed. The characters include the Evangelist, a tenor part of great emotional depth and telling characterization. The tenor soloist also doubles singing profound, lyrical arias. The second is a bass, singing the part of Jesus and individual arias. There are other minor roles, including the significant one of Pilate (bass) and also St. Peter, "a Maid" and "a Servant". The choral parts are more extravagant and far less 'controlled' than the devout St. Matthew Passion. Therefore, it gains an intimacy and a visceral excitement from a small ensemble rather than the old romantic approach that many are used to.

The Passion will be conducted by Gregory Rose, and mezzo soprano Alison Wells will be the choral director. Gregory Rose, who received the Liturgical Award at the 2006 British Composer Awards for Missa Sancta Pauli Apostoli has been described in the press as a "dazzlingly clever conductor...," has conducted an extensive body of work in the contemporary field, including hundreds of premieres both in the UK and throughout eastern and western Europe and the Far East. Yorkshire born mezzo soprano Alison Wells has appeared in all the major London concert halls and in many festivals both at home and abroad. For aficionados of the finest classical music, this certainly would be an evening to relish.

Ten year energy plan for Sri Lanka

A ten year plan formulated by the Power and Energy Ministry to make Sri Lanka self sufficient from energy by 2025 was presented to Prime Minister Ranil Wickremasinghe yesterday at the Waters Edge in Battaramulla.



Prime Minister Ranil Wickremasinghe opined creating a knowledge-based economy is the need of the hour in Sri Lanka, adding that energy self sufficiency is the first step in that direction.

"If we are to become a powerful nation in the world, we need to come up with a suitable mechanism to solve existing political and economic problems. All political parties must work in harmony to achieve this end. For the next 20 years, we should have a consistent policy agreed with political consensus. It is to make this a reality, that many political parties, including the two major parties, were amalgamated in to the government under President Maithripala Sirisena. In order to make this country a developed country, we need to have a political agreement on the basic framework for the country to follow. I am confident that we can do it" he commented.

A special project for the development of Galle District cities such as Galle, Hikkaduwa and Weligama, has been initiated under the Strategic Urban Planning Programme sponsored by the World Bank, Project Director Champika de Silva said.

He was addressing the Galle District Coordinating Committee (DCC) meeting at Halle De Galle.

As the initial phase of the project, planned by the Moratuwa University, Moragoda Canal Development, the drainage system within the Galle Municipality, upgrading Gamini Mawatha and Havelock Road and expansion of Oruppuwatte market area are in progress, the Director added.

The meeting which was the first Galle DCC under the new government, was co-chaired by Vocational Training and Skills Development Minister Piyasena Gamage, Media Minister Gayantha Karunathilake and Southern Province Chief Minister Shan Wijayalal de Silva.

"Much publicity was given for Galle town development. The subject was discussed at all forums while assurance was given for the speedy commencement of the project. Nevertheless, nothing significant was carried out in respect of Galle urban development," Media Minister Karunathilake said. "All propaganda seemed to be for mere political promotional purposes," the minister added.

"A new political culture has emerged in the country now. We should shun all political and personal differences to work for the masses. Let us all get together and cooperate to develop Galle," the minister urged.

Southern Provincial Councillor and Galle District Parliamentarian Manusha Nanayakkara, Southern Provincial Councillors Wijepala Hettiarachchi and Asoka Danawansa also spoke.
